It may be possible to design quickly built low cost tents that can house hydroponic systems with each tent able to supplement and improve the food supplies to refugees.  

Using hydroponic systems it is possible for a single 30' by 96' tent to produce over 640,000 tomatoes per year while also producing 4000 lbs of Tilapia.  This is done with minimal electricity and a fairly low water use due to a high degree of water recycling.

This can also be done for a low initial cost and even lower continuing costs.
